What is the problem?

message: "ERROR: Attempt to add entity to non-existant biofluid network. *. Please report this bug on our github."

Steps to reproduce

Load my save-file.
Cut & paste as my first picture. At this point, the requester chests, which should be in an existing network province, is out of network range, and something seems to be wrong.
Wait a minute, a vessel is set as second picture then the message.

more potential bugs: I think this is unintended behavior, but fluid can be inserted into vessels.
