Fix CI failue #30

which is caused by the failure python setup.py install after changing setup.py for PyPI 1.0.0 and 1.0.1 release.

The failure has no impact for PyPI release and development mode (python setup.py develop). However, we still want to the CI return of python setup.py install will behavior expectedly. No matter re-design CI or re-package the package.
