The time displayed on schedule page are incorrect #305

Both time tags displayed on the left side and the event blocks are wrong. The timezone handline is possibly malfunctioning now.

The backend should return the datetime in UTC and ISO 8601. https://github.com/pycontw/pycon.tw/issues/1094
