Do we have URL checker / are we sure these all work?

I've checked the links manually, this is not an automated conversion. You may notice that some URLs are actually updated, for example http://scitools.org.uk/cartopy/index.html → https://scitools.org.uk/cartopy/docs/latest/. Also other URLs have not been modified, when the site serves only http://.
