Update twitter bot to do scheduled annoucements #18

The bot will send out automated tweets for the following:

[ ] Reminder to submit a talk proposal. Time: alternate Wednesday @ 8am (9days before talk)

[Get up|Hurry up|It's the time], you have until Sunday to submit your talk topic for our next meetup. Here is the link to submit proposal: https://github.com/pydelhi/talks/issues/new?title=Proposal:%20%3Ctitle%3E&body=%3Cdescription%3E

[ ] Next meetup announcement. Time: alternate Wednesday @ 8pm (3days before talk)

Have you marked your calendar yet? This Saturday we are meeting at [location]. More details: [link to meetup page with details]
