Central login server and Python account

What steps will reproduce the problem?
1. Too many logins/passwords for python.org
2. The code of python.org is not reusable

What is the expected output? What do you see instead?
Central login server for access to various parts of Python infrastructure that 
also provide OAuth authorization for its resources that will be useful for 
scripting.
