Fix mailing lists #29

Mailman lists is a fine machinery powering all official python.org conversations and core development. But I heard opinion that students find them really really strange.

[ ] - research ages of people who prefer conversations in mailing lists
[ ] - find out what young people without habits prefer for group communication
[ ] - find out the problems with lists that diminish onboarding experience (issue #1)

Two issues with Mailman that are affecting me personally:

[ ] - no search - you always need to use external tools
[ ] - no ability to read the list from the web and follow (reply) to selected threads only

Collected the above in just 3 days from my own scope. Just think about how many people stumble upon this hourly. Need #30 ASAP.
