Add external inventory monitor

What steps will reproduce the problem?
1. I've noticed http://bugs.jython.org/ is offline today even though I don't 
use it
2. Last time I've noticed the problem it was 2010-10-18 - less than one month 
ago - http://mail.python.org/pipermail/pydotorg-www/2010-October/000708.html
3. It is unknown how often and how long Python trackers are offline

Please use labels and text to provide additional information.
We need an external monitor to ping Python inventory [1] and collect uptime 
stats with automatic notification of ML.

P.S. Service can also be self-monitoring - it can check the time of its last 
record and report problem if the period it too large.
