Orca mining boosts not applied

Bug Report

Expected behavior:

Orca mining foreman boosts applied to mining ship

Actual behavior:

Currently, a fitted hulk shows only standard mining rates (36m3/s in my case) even though the fitted boosting Orca is added under the "Command" tab

Detailed steps to reproduce:

Create the hulk and orca fits as detailed below. Add the Orca to the command section under the hulk fit - the timing boosts are not applied.
