Tempest Fleet Issue Stat Correction #2463

Bug Report

It appears that the base statistics for the Tempest Fleet Issue are incorrect, such as the number of launchers, drone bay size, and drone bandwidth.

Expected behavior:

Fitting in PYFA would work in game

Actual behavior:

Actual game ship does not support fitting simulation
