Let's say I wish to see if my Tengu is cap-stable under -60 GJ/s of neuting. Currently I must build a fit (or find a module) that neuts that amount, then project that fit onto my Tengu. Fiddling with the fit to hit my target number is tedious and coming from the wrong end. I could come from my target number by taking a rarely-used neut module "Like the Small 'Caltrop' Energy Neutralizer, setting its stats as I wish, then fitting it to a hull with overrides enabled. Still, fiddly.
Instead, what if we could simply apply an effect directly to the hull? I add neut/nos, it asks for GJ/s, and applies. Could do this for EWAR, reps, cap, etc. On the backend, you could create a placeholder hull with a placeholder module equipped, which does the intended effect at the requested magnitude.
