Refactor to narrow the scope #5

[x] Rename this repo to python-shader
[x] Change the lib name to python_shader
[x] Put dev-related functions in dev module. Only here the Vulkan SDK is needed.
[x] Refactor the ShaderModule class.
[x] Entrypoint is now specified via the bytecode.
[x] CI now runs on a variety of OS's and Python versions, which will be important to ensure that our Python-bytecode to internal bytecode conversion is solid. Tests for that will be added later.

I would propose using a regular dash in the package and repository name (python-shader), like most other python packages do! E.g. flake8-import-order, scikit-learn, scikit-image, etc.

Note: not in the code though! Just in setup.py :)
