Added instruction to solve dnsmasq error in Ubuntu 18.04 and later #38

In troubleshooting section, the instructions to solve "listen tcp 0.0.0.0:53: bind: address already in use" , are not applicable to Ubuntu 18.04 and later. Created a section to fix it for those Ubuntu versions.
