debian build: don't depend on gir containing packages to be installed #90

Since gir files mainly are in "-dev" packages and some are not installable at the same time it would be nice to search through apt-file, download the packages and extract the gir files into some local cache and add to XDG_DATA_DIRS.

This would allow us to build docs for both Vte-2.90 and Vte-2.91
