fix: Update Dockerfile base image to atlasamglab/stats-base:root6.24.02 #33

* Update base Dockerfile to atlasamglab/stats-base:root6.24.02 to avoid issues with root6.20.00-python3.7 given Debian buster -> bullseye transition
* Use the default virtual environment under /usr/local/venv for installation of Python packages
   - Update COPY path and ENTRYPOINT with new path
