Is your feature request related to a problem? Please describe. What additional work should be done with winrm?

Describe the solution you'd like Can issues (or some other method of tracking) be created for desired changes?

I think it'd be good to submit individual issues for each area of work. Some things I can think of:

rename windows_directory/etc -> directory (so the call is windows_files.directory)
handle owner/permissions in the windows_files.* operations
use fact data in windows.service operation
implement get/put file for winrm (possibly using the alternative client)
