alaw codec broken in 1.3.14 #353

What steps will reproduce the problem?
1. Set aLaw as an "always try" codec
2. Make a call using sip
3.

What is the expected output? What do you see instead?
Expected output: no crackling. Actual output: crackling.

What version of the product are you using? On what operating system?
Sipdroid 1.3.14 from the website, ADP1 1.6

Which SIP server are you using? What happens with PBXes?
Directly connected to gizmo5. Have not tried PBXes

Which type of network are you using?
HSPA 3G network, wifi network

Please provide any additional information below.
Disabling alaw and only using ulaw codec works fine. More discussion here:

Please have a look at release 1.4.1pre which is available from here. The issue 
should 
be resolved.
