ringer volume dropdown upon incoming sip call (Nexus One)

What steps will reproduce the problem?
1. run an application
2. originate a sip call to nexus from another sip account
3. ringer volume sounds loud for a second or two then drops down
4. the only possibility to restore the volume is to issue an outgoing sip 
or gsm call and then to increase "in-call volume" by a side button.

What version of the product are you using? 
1.4.4 and 1.4.5

On what device/operating system?
Nexus One, firmware 2.1-update1, build number ERE27

Which SIP server are you using?
voip.ms

Which type of network are you using?
GSM, Orange/Israel

Any news?

One more detail, such ringer level dropdown occurs just right after I launch 
the app, 
even no incoming call is required.
