Overview

Add Python script to update PyLadies Chapter Directory Sheet and send survey emails. As of now, the step to download the PyLadies users list is manual. Waiting on permission update from PSF for automating this step.

Scope

README.md with instructions for how to run the script
send_surveys.py script that:
- Updates Chapter Directory in Google Drive
- Finds missing chapters to email chapter directory form to and builds a pre-populated survey URL
- Sends the email!

@lorenanicole - forgive me for being lost in a fog. Does this need a reviewer so we can merge, or is it still a WIP? Anything I can do to help - just let me know.

Looking for a review @BethanyG! I don't like the practice of merging into a repo without one unless it's like ... fixing a small readme typo. Heh!
