For lack of a better starting place, I suggest we begin with what the PSF does.
Propose that at minimum, we have requests (with supporting details and rational) sent to the finance@pyladies.com google group, and that the approval team be members of that group. Long-term, I'd personally like to see a system similar to the PSFs where someone could fill out forms and budgets via the website, and have those automatically submitted to the finance WG for discussion/approval/referral.
Also propose that the members of the finance workgroup plus the global council chair be the approving team for requests. Currently, that group is @Marie-L , @BethanyG and @econchick, but I'd recommend at least two more members, or a $$ amount past which the expense needs to go to the global council for discussion.
