Tests handler for subprocess USalign calls done #29

Have a dask workflow created to run the USalign calls via subprocess calls. But in the process of trying to implement the same tests for the python bindings, I'm finding bugs. So pushing this work to main and pivoting.

Sorry, I got turned around with a bit of work I've been doing. I have some foundation work for a test suite for USalign, still plenty to be added there. I don't think this is ready to be pulled into the pylelab repo though.
