no implicit submodule imports
no mixed namespace of submodules vs. other objects (prevent name clashes, as in #57)
the old API is retained in the cern.cpymad.api submodule

This is the same as first part of pull request #90 right?

Yep. I used this as base for #90 to simplify merge conflicts in case of merging both.
