Update setup.py #187

hello, after I checked the version of numpy, the now version is 1.15.2, so I guess the correct numpy_min_version should be 1.08

Sorry for that I find my PC has two version of python, which the command ''python '' refers to python2, and I didn't install Numpy package on python2, so I got a misunderstanding of the version number. I apologize again for my negligence.
