Version 0.4.0 is the last one to have entry_points.txt in the whl #211

I've installed latest version from pypi and found out that I cannot run pack-manager. While trying to track down the cause, I see that entry_points.txt was last included in version 0.4.0 and is missing in all newer versions (I was checking the manylinux x86_64 wheels).
