Update to devtoolset-11 on manylinux2014.

close https://github.com/pypa/manylinux/issues/1551

draft PR for now to see if there's anything else that was not accounted for than what's mentioned in https://github.com/pypa/manylinux/issues/1266#issuecomment-1024906576 (i686 & s390x).
