Add dev-suite tests for LDT/DeVeny spectrograph #160

In parallel with add_ldt_deveny branch in main PypeIt respository, these tests are added to test the functioning of the LDT/DeVeny code in the development suite. PypeIt files for 5 gratings have been included, along with the corresponding tests in test_setups.py.

Tests run, and all LDT/DeVeny tests were successful.

Failed tests:
    bok_bc/600 pypeit (without masters)
Skipped tests:

All raw data is uploaded to the Google Drive, so feel free to try an independent test of LDT/DeVeny.
