Support Fluxing with Archived SensFunc files #187

This PR adds adds the code to generate the stitched Keck Deimos SensFuncs that are used in PypeIt PR https://github.com/pypeit/PypeIt/pull/1337 and adds a test for the Archived SensFunc capability.
