Keck hires dev #218

Updates the dev suite to include ongoing HIRES development.

The tests of the code are in PypeIt when you run run_pypeit on keck_hires data in the dev suite. I don't plan to write any others tests as the code is not finished yet. I've checked in the place where I've developed, but there may be some overlap with what is in PypeIt. Anyway, the official version is in PypeIt.

If that means there is a PypeIt file (it must), them please add that in.
