added data and calibs for LRIS tests

Moving LRIS and Kast calibration and raw files, as well as .pypit files, from test_suite and the dropbox to the development suite.

I'm going to merge this and then polish. Mainly because I don't know how to work in asher's fork.

@adwasser let's have you work off the main distribution (i.e. not in your own fork from now on). Thanks.
