Allow dev-suite nautilus runs to use different python version or different container #307

I thought it would be useful to be able to run the devsuite on different python versions or indifferent containers, so I added that ability to gen_kube_devsuite.

There's a huge number on Docker Hub, you can search it without an account. Official containers should be docker.io/library, like docker.io/library/python:latest. Unofficial ones are under the user's name, like docker.io/profxj/pypeit_v1
