This PR institutes a develop option which runs the tests on a subset of the Dev suite and insists on running on all of that subset.

@jhennawi -- I ask that you review the subset I chose and confirm you are happy with it.

@profxj I'm still waiting for you to implement the tests that we agreed on, e.g. all the X-shooter binning.
