Directory name change

This updates the directory names in the pypeit files, pypeit_test, and build_cooked to match the lower-case names in the team drive.

I also made a few edits to pypeit_test that:

• adds a method that sets the development setups
• adds the option to run all the setups to reuse masters

For the latter, I always remove the full REDUX_OUT directory before running the devsuite, so reusing masters is always safe. I added the reuse masters option to pypeit_test so that the devsuite runs through successful reductions more quickly when trying to get back to the point of a failure. If you always remove the full REDUX_OUT directory before running pypeit_test develop, you should always be able to run with the -m option.
