Refactoring precision inspection in pst_from. #509

fixes possible problems with pseudo fixed format files.
now provides warnings if interpreted file precision might cause issues.
should still be honoring input file precision as best we can.
potential for some float to exp notation which is hard to avoid under certain edge cases.
also potential for very low precision if the value widths are too small.
BETTER: use tru free format!!!
