Add GitHub Actions to build wheels and run tests #6

The last successful CI build from this PR created an artifact at the bottom here.

Download it to find the sdist and a few built wheels for a few platforms combos:

macosx_10_9_x86_64
macosx_11_0_arm64 (just checked -- this is actually x86_64, so a better meson cross-compile solution is needed)
manylinux2014_aarch64 - not common
manylinux2014_x86_64 - most common - more info here
win_amd64 - really common
