Reasons for the request

Releasing an open source package that is named filelib. Current filelib project does not have an installable version. Current filelib project does not have a hompepage. Current filelib project owner does not have contact info, none listed on the profile, also no project homepage, not github or other sopurce. Current filelib project owner has other projects that are also entirely empty. Transferring ownership of the current project would not affect a single entity as it does not have any releases. Holding the current project name as-is is not beneficial to the community. Current project filelib apparently was created to park the name.

No source repository for the existing filelib project. It also contains no version that be installed. filelibpy: https://github.com/filelib/filelib-python

I intent to release an MIT licensed open source project in the existing project name.

Contact and additional research

Current filelib project does not have any contact info, no GitHub or external URL that might contain contact info. Other projects on the owners profile does not have any contact info or project homepage that contains contact info I am unable to locate the person with the only name provided on the publicly visible account info.
