I am a Data Engineer on the Vera C. Rubin Observatory and have recently taken over as lead maintainer of a tool called felis which was created about 5 years ago. The original author did not register or publish the project on PyPI, so I am attempting to do this now.
When we attempted to publish this package on PyPI recently, there was an error:
ERROR HTTPError: 403 Forbidden from https://upload.pypi.org/legacy/
The user 'rubinlsstdm' isn't allowed to upload to project 'felis'. See
https://pypi.org/help/#project-name for more information.
This seems to indicate that this package name has already been taken. However, I cannot find any package called "felis" using the PyPI search page. There is also no project page under this name on PyPI. We would like to reclaim this name for our package, as the existing project seems to have been abandoned and can't even be installed.

ERROR: Could not find a version that satisfies the requirement felis (from versions: none)
ERROR: No matching distribution found for felis
Following the "How to request a name transfer" procedure:
1) I do not know who is the current owner of this package, and I do not know how to find out this information. There is no project page on PyPI, nor any package called "felis," which appears in search results. There are several projects on github with the same name, but I have no way of determining if these are associated to a package on PyPI.
2) Criteria for abandonment:
The existing project appears to be abandoned and possibly never even used, as there is no package information to be found in PyPI. The name "felis" does not appear in PyPi searches; there is no project homepage on PyPI; installing using pip with this name does not work.
I have not contacted the existing owner, because I do not have any way to find their identity (see above).
We have an active project under this name which is a notable tool being used by a large, international scientific collaboration. We would like to brand this project using its existing simple, memorable name, and we are promoting it as a tool for users outside our collaboration.
I cannot find any download statistics on an existing package with this name, as it does not appear to exist.
I cannot find the maintainers of this package (see above).
3) There are no existing PyPI support issues regarding this name.
4) We feel that the criteria are met to transfer this name to our account.
