Reasons for the request

Hi PyPI Support Team,

I am part of a software engineering development team at CSIRO, Australia's national science agency. We are currently developing an innovative project named CSIRO PyGen, which is a comprehensive Python generative AI tool designed to enhance productivity and streamline development processes for Python developers.

Our project integrates state-of-the-art large language models (LLMs) such as GPT-4 and Claude 3.5 Sonnet to provide advanced features, including intelligent code and test generation, refactoring, linting, and static analysis, all within a user-friendly CLI. We believe this tool will significantly benefit the Python community by offering a robust development experience powered by the latest advancements in AI.

We have identified that the package name "pygen" is currently registered on PyPI under the account of Julien Kauffmann. After investigating further, we found that the package has not been updated or maintained since 2016, the linked GitHub repository returns a 404 error, and the linked freelan.org address times out.

On 8th June 2024, I reached out to Julien Kauffmann via email to kindly request the release of the package name "pygen" so that we could use it for our project. Unfortunately, I have not received any response to date. Additionally, I have checked the PyPI Support issues and found no other requests for the "pygen" name.

Given the lack of activity and maintenance for this package, the absence of a response from the current owner, and in accordance with the criteria for package name transfers, I am writing to formally request the transfer of the package name "pygen" to our project. We are committed to maintaining and actively developing this package to ensure its value to the Python community.

I would be more than happy to provide any additional information about our project or our efforts to contact the current owner if needed.

Contact and additional research

We have made efforts to contact the current owner of the "pygen" package, Julien Kauffmann, via email on 8th June 2024. Unfortunately, we have not received any response. Additionally, our research indicates that the package has not been maintained since 2016, and the associated GitHub repository and website are inactive.
