The project name "pangolin" appears to be taken. (I conclude this on the basis that https://pypi.org/simple/pangolin/ does not return 404 (unlike, say, https://pypi.org/simple/pangolin-test/" and that I am not able to upload a package with this name.) However, there does not appear to have ever been any releases or active use of the name. (https://pypi.org/project/pangolin/ returns nothing) I could not find any contact details as there seems to be no actual active project.
I'm not sure if the names on PyPi clash with the names on the test server, but there is a project of the same name there: https://test.pypi.org/project/pangolin/
I have tried to contact the owner of this repo, but have not had any reply so far. In any case, it appears to be almost entirely blank (699 bytes total) and does represent any real project.

Contact and additional research
I am unable to determine who (if anyone) is the owner of the main pangolin project.
I have contacted the (presumed) owner of the test repo, but have received no reply so far.
