Can not access to pypi behind proxy with "pip install". (from around June 21) #16149

Describe the bug I found this issue on the net. So I decided to report this to you(pypi). Mysterious Drop in PyPI Downloads: What's Happening?

I hope my trouble report will help you.

My trouble.

I found pip install has been not working scinse June 21(JST).
My PC is placed behind proxy. Proxy had been working until last week with "pip install".

$ python3 -m pip install numpy

ERROR: Could not find a version that satisfies the requirement numpy (from versions: none)
ERROR: No matching distribution found for numpy

This is 'numpy' case. but other major packages is same (fail to install).
(I tried pandas matplotlib etc.)

Expected behavior

Just success to install packages.

To Reproduce

My Platform

  1. pc1 intel-based pc.

At my home with MacOS, "pip install" success to install at June 23 night (jst).

I don't know why, but my 'pip install' is recovered. Now pip install finish in successfully. (I do not change anything on my Linux PC. I guess this was netwokrk side problem.)

So, I'll close this issue.
