update to 0.36.3 #34

Dear Sean, Would you please merge this? Also there is a PR on my fork by Lurno to "Display heading and steer command with three digits plus one decimal to greatly improve readability and comply with international standards for marine and air navigation" https://github.com/rgleason/pypilot_pi/pull/23 Do you think I should merge it?

Sean, I am getting angry about this. I made this PR on Jan 10, and you merged Lurno's PR without first merging my PR.

I don't like trying to keep up with changes in this way, and I don't really know how to deal with it either, without lots of trouble.

Now our plugins are diverging again. So beit. I give up on your plugins.
