This PR adds a co2 limit that works by forcing the model to have co2 in the co2_emission that is smaller than or equal to the limit specified in the config file

@Hazem-IEG thanks for your work! I am not sure, if we need it in pypsa-earth-sec? I have used the pypsa-earth wildcard "opts" for it successfully (although some more testing wouldn't hurt). Should we discuss it on Thursday?
