Check creation of bus regions #979

Describe the feature you'd like to see

While using the -sec model, I've observed that at least with alternative clustering some bus regions are created for DC nodes. That is unexpected as for DC nodes no low voltage AC nodes should feed the local region (at least in practice). We should revise the procedure used to allocate the demand to nodes.
