Incorrect naming for Network

The network name in Base_network is labeled as PyPSA-Eur, which should rather be PyPSA-Earth.

Hey @GbotemiB, thanks for the fix!

Could you please also agree with releasing under AGPLv3? After that and once CI passes, I think the PR can be merged straight away, unless @davide-f doesn't have any additional comments 🙂
