Creates a whole new svelte web UI

A build of the web UI is checked-in, so it can be used immediately without dealing with javascript tooling.
New REST endpoints
Playlist functionality
Status updates are buffered for endpoint
Concurrency and type fixes
Puts python code into a package so relative imports work correctly
