this PR downgrades the overly aggressive version requirements on pyqt, scipy, pyqtgraph, setuptools, setuptools_scm and gdal
adds a fallback to setup.py so that install is possible with setuptools lacking support for pep621 AS IS THE CASE FOR SYSTEM PACKAGED SETUPTOOLS e.g. ON UBUNTU 22.04 (2023-05-08).
updates installation docs
