ok so like lets say im in a situation where either im low and the other guy is low but i know i have more totems but pyro wont place cause its lethal or i would pop

A clear and concise description of what you want to happen.
A max damage to self override this may also help alot with chasing because it will aloow pyro to be much more aggresive on the spot

A either toggle feature for this or a hold version like the min dmg override i suggested
