As of 7a1657d0cebabecbf7eea9152793fad8d02da81e, phylacteries must be created using clay jars. This makes them more fragile, and goes some way to fixing the issue.
Fixing this properly needs a feat for tracking other people's lifelines, and a divination/necromancy feat for tracking phylacteries. Perhaps sympathetic magic could have a feat for dealing with phylacteries, too.
0e2a6edffeb342b8fcfa46d420d53bd5fbd40b18 adds a feat (Another Lifeline) for sensing a lifeline to other peoples' phylacteries. It does have a lot of prerequisites, however, and can still be blocked with Block Interface. More solutions are necessary, as well as possibly buffing Another Lifeline itself.
What stops you grabbing the Phylactery Lifeline feat, making a Phylactery, and tossing it in the ocean where nobody will ever find it? At least with the regular feat, you need to get the Phylactery back to use it...
