Following the 2024-06-19 SC meeting we decided to put forth the motion of updating the CoC document (pending formal vote in next month's dev meeting)

Confirm outside member (Julia?, Anita?)
Review docs and update terms in pysal/governance
- Language
- Rolling terms of 3 years
