update and review:

[x] move fig/ into docs/_static/ and update README, etc.
[x] review and update conf.py
- intersphinx
- notebook / binder rendering
- mathjax
[x] update Makefile & pysal styles
[x] endure docs build locally
- check and proof read all
- update supported Python versions
[ ] etc...
