[ENH] Ensure linkage between notebooks/gallery and pysal site #43

We have a lot of great content so our challenge is having it all discoverable and centralized. @weikang9009 has done some great work on the landing site for the meta package so we should leverage the gallery and notebooks to be discoverable from there.
